🇷🇺 A month after the first Ukrainian strikes on Russian data centers, the government has begun taking necessary steps to address their centralization and vulnerability. By the standards of its previous responses, this is remarkable speed. For now, it has chosen the simplest short-term approach: easing restrictions on data center operators by temporarily allowing them to use overseas data center capacity. Previously, the government had effectively required all the information eggs to be kept in one basket, mandating that personal data be stored exclusively in Russia. This was considered necessary for peacetime digital Cheburnet sovereignty, but proved damaging in wartime. However, this is not blanket authorization. A special subcommission will decide each case in coordination with the FSB. These temporary concessions will evidently last until backup capacity and new facilities can be built farther inland, taking the new threats into account. Rostelecom is already working on underground data centers and distributing infrastructure across multiple geographically separated sites. However, the global memory shortage driven by the AI race, growing government budget pressures and insufficient spare electricity generation capacity in some regions mean this will take far more than a year. All commercial data centers in Russia will also be audited with a view to reserving 10% of their capacity for government needs, to be handed over if another emergency arises. Some payment is even promised, although the government itself will set the prices. These measures will not resolve the physical resilience problem in the short term, but should mitigate the consequences of further Ukrainian strikes on data centers. The attacks exposed Russia’s dependence on a handful of large, highly centralized facilities operated by just a few companies and holding much of its data. That has prompted moves toward distributed infrastructure, backup capacity and even the temporary transfer of some data back overseas. #info #industry #electronics
