🎙Comment (full text) by Ambassador Stepanov to The Canadian Press News Agency on recent Prime-Minister Mark Carney’s remarks regarding Russian and Belorussian Hockey Athletes (Ottawa, November 4, 2026) ❗️It is genuinely regrettable to see Prime Minister Carney’s Cabinet bringing politics onto the ice. Sport, particularly junior hockey, should be about athletic excellence, fair competition and bringing young people together. Of course, one cannot help admiring the remarkable convenience of this particular display of political principle. By excluding Russian and Belorussian players, the Canadian government also happens to eliminate some rather formidable competitors before the first puck is even dropped. One might almost suspect that Ottawa has discovered a novel approach to winning international tournaments. ☝️If you cannot be entirely certain of beating your strongest opponents on the ice, simply ensure they never make it to the rink. A splendid strategy, perhaps, for securing a trophy. A rather less splendid one for preserving the spirit of sport.

☢️ Zaporozhskaya Nuclear Power Plant (#ZNPP): ⚡️ On November 3, a Ukrainian drone attacked a moving civilian car, killing two people. One of those killed was an employee of the Zaporozhskaya NPP. She became the third plant employee killed in the past two weeks and the thirteenth since April this year. Behind every such loss are family members, loved ones and colleagues. Our entire team shares this pain. ❗️ Attacks on civilian cars and the killing of civilians are deliberate acts of terrorism. Civilians must not be targeted. #KievRegimeCrimes

🇷🇺🌍 Russia supplied nearly 14 million tonnes of food to Africa in the first nine months of 2026 From January to September 2026, Russia exported 13.9 million tonnes of food products to African countries, worth US$3.7 billion, according to the Federal Centre for the Development of Agricultural Product Exports (Agroexport). 📈Compared with the same period in 2025, exports increased by 6% in volume and 9% in value. Africa accounted for 23% of Russia's total agricultural exports during this period. Egypt, Sudan, Kenya, Nigeria and Morocco were the continent's largest importers of Russian agricultural products. While grain remains the backbone of Russia's agricultural exports to Africa, there is considerable potential to expand supplies of other products and agricultural technologies, including seeds, vaccines, fertilisers and crop protection products. The Third Russia-Africa Summit, held in Moscow on 28-29 October, provided an important platform for advancing cooperation in agriculture, agricultural technology and professional training. ✍️ Among the agreements signed on the sidelines was a trilateral Memorandum of Understanding between Agroexport, the Timiryazev Russian State Agrarian University and the Tanzania Private Sector Federation, aimed at aligning Russian educational expertise with the needs of Tanzania's agricultural sector. 🤝 Russia remains committed to strengthening food security and expanding mutually beneficial agricultural cooperation with African countries. #RussiaAfrica #RussiaWithAfrica

🎙 Remarks by Russia’s Foreign Minister Sergey Lavrov at the High-Level Plenary Session of the Fourth Minsk International Conference on Eurasian Security (Minsk, November 3, 2026) Key points: • Honest, open discussions on ensuring reliable and lasting Eurasian security – an issue of importance to us all – are more vital today than ever. This is particularly true given the #GlobalMajority’s clear demand for a new model of world order. • Russia supports the emergence of a just system of international relations based on #Multipolarity. It must reflect the cultural and civilisational diversity of the modern world and its peoples, recognising each people’s right to determine their own destiny. • We are consistently working to advance President Vladimir Putin’s initiative to establish a Greater Eurasian Partnership, put forward back at the First #RussiaASEAN Summit, by building ties between integration associations across Eurasia. This process is already underway, involving the #EAEU, #SCO and #ASEAN. • Attempts to ensure the practical implementation of the principle of equal and indivisible security within the Euro-Atlantic – specifically Euro-Atlantic, rather than Eurasian – security framework have failed. The West proved unwilling to cooperate on an honest and equal footing. • The OSCE’s current state is frankly deplorable. This is the result of the same confrontational logic of bloc mentality pursued by Western countries. • Does the OSCE have a future when its history symbolises the failure of the Euro-Atlantic security model? Rooted in the illusions of the late Cold War era, this model requires a fundamental overhaul if it is to remain viable. Yet what we hear from Brussels are calls to build a system of “European security” without Russia and Belarus – or, frankly speaking, directed against our two countries. • Today, we call for indivisible security through the development of a pan-Eurasian, rather than Euro-Atlantic, architecture, open to all countries and associations on the continent and reflecting the realities of a #MultipolarWorld. • Commitment to the principles of indivisible security, openness and equality means that countries harbour no hostile intentions towards one another or towards third countries. This could involve developing a system of mutual and cross-cutting security guarantees at both bilateral and multilateral levels. • We believe that the framework document – the Eurasian Charter of Diversity and Multipolarity in the 21st Century – should help consolidate a continent-wide consensus on the foundations of such cooperation. ⚡️ Russian Foreign Ministry Spokeswoman Maria Zakharova's statement on the International Day to End Impunity for Crimes against Journalists (November 2, 2026) 💬 November 2 marks the International Day to End Impunity for Crimes against Journalists, established in 2013 by a #UN General Assembly resolution. This observance aims to draw global attention to the need to protect journalists as they carry out their professional duties and to reinforce the principle that atrocities committed against them must inevitably be punished. ❗️ We have to acknowledge that the actual situation regarding journalists’ safety has not improved and continues to steadily deteriorate. Over these years, the media landscape has turned into a full-fledged theatre of war, where the countries of the “collective West”, clinging to their former hegemony, use every means available to suppress dissent and impose on the #GlobalMajority the “only correct” view of world events. Repressive actions by the West and its protégés in Ukraine, Moldova and the Baltic states against Russian media outlets and their staff have still not received an adequate response from the relevant international organisations – the UN Human Rights Office, UNESCO, the OSCE and others. Emboldened by unchecked impunity, the Kiev regime is openly conducting a relentless hunt for members of the Russian media community. War correspondents on the front line know better than anyone that the blue “PRESS” patch on a bulletproof vest, which once offered protection against targeted fire, has become a convenient target for Ukrainian Banderites – visible from afar and used to direct deliberate attacks. Such attacks constitute war crimes under international humanitarian law, yet the relevant international bodies fail to direct criticism at those responsible. 🕯 In the 13 years since the International Day to End Impunity for Crimes against Journalists was established, dozens of talented professionals have been killed by Ukrainian militants, including: ▪️ Igor Kornelyuk ▪️ Anton Voloshin ▪️ Andrey Stenin ▪️ Anatoly Klyan ▪️ Daria Dugina ▪️ Oleg Klokov ▪️ Maxim Fomin (Vladlen Tatarsky) ▪️ Rostislav Zhuravlev ▪️ Boris Maksudov ▪️ Semyon Yeryomin ▪️ Valery Kozhin ▪️ Nikita Tsisagi ▪️ Yulia Kuznetsova ▪️ Alexander Martemyanov ▪️ Alexander Fedorchak ▪️ Andrey Panov ▪️ Anna Prokofyeva ▪️ Nikita Goldin ▪️ Ivan Zuev *** 👉 Another regrettable consequence of the toxic politicisation of journalists’ protection is that many of the Russian correspondents named above were once again omitted from the newly published UNESCO Director-General’s Report on the Safety of Journalists for 2024-2025. Although, at our insistence, a link to official Russian data on all such crimes was finally included in an annex to the report, the document itself continues to take a selective approach to statistics. We consider it necessary to recall that the 1997 General Conference resolution and the 2023 Executive Board decision require UNESCO’s leadership to condemn the killing of journalists and acts of physical violence against them without distinction. #NoStatuteOfLimitations There is NO statute of limitations for crimes against Russian journalists. ☝️ Russia will not back down from its legitimate demands within UNESCO and other relevant frameworks. The Russian MFA will continue to consistently defend the professional rights of Russian journalists abroad, work to create safe conditions for their activities and seek just punishment for those responsible for crimes against them. #KievRegimeCrimes ⚡️ Maxim Grigoryev, the Сhairman of the International Public Tribunal on the Crimes of Ukrainian neo-Nazis, which includes representatives of civil society from more than 30 countries, continues to gather evidence and testimonies, exposing crimes committed in Starobelsk. The film series bring together eyewitness accounts from students, teachers, medical staff and rescue workers documenting the Kiev regime’s terrorist attack on the Starobelsk college of Lugansk State Pedagogical University. 👉 Watch PART I ◾️ PART II | May 22, 2026, began as an ordinary day in Starobelsk. Students went to class, met up with friends and made plans for the future. After the first strikes that evening, there was a lull, and many thought the danger had passed. But a few hours later, the attacks began again. 💬 Maxim Bogach, college student: We all went down to the first floor and stayed there until midnight. Things had quieted down, so we went back up to the fifth floor. <..> When the first drone hit a car, I was standing by the window watching. I could hear it buzzing, and it sounded like it was coming straight at me. I ran into the hallway, and the building came down on top of me. <...> I was lying there, knowing I had to get out. I started digging myself out with my hands until I saw a gap and managed to crawl out from under the rubble. Then I saw two girls lying there. They showed no signs of life. 💬 Yulia Pristinskaya, Russian language teacher at the Starobelsk branch of Lugansk State Pedagogical University: At around one in the morning, I heard a huge explosion. I got up and looked outside. There were flames and sparks where the children were staying. That’s when I realized we were being attacked. 💬 Maria Mysnik, college student: We heard an explosion, and then I saw a flash. The blast knocked us back, bricks started raining down from above, and everything was filled with dust. Everyone was screaming. I had no idea what was going on. The film documents the human cost of the attack, with testimonies from those who witnessed the horror firsthand. ❗️ We demand a full international investigation.

🎙 Remarks and answers to media questions by Russia’s Foreign Minister Sergey Lavrov following the G20 Foreign Ministers’ Meeting (Atlanta, October 30, 2026) ❓ Question: Have your contacts with US Secretary of State Marco Rubio taken place, or are they planned? Since we are in the United States, does the resumption of direct air links with the country remain on the agenda? Are there prospects for resolving the issue regarding our diplomatic property? 💬 Sergey Lavrov: We had a productive conversation, albeit a short one – for understandable reasons – because, as our host, he has many duties that do not allow him to spend much time on contacts outside the G20 framework. Nevertheless, the engagement did take place. We discussed both certain aspects of our bilateral relations and interaction at multilateral venues, including the #UN, the #G20 and #APEC, whose summit will be held very soon, in November, in the Chinese city of Shenzhen. I have said on numerous occasions that the Americans observe the rules of classical diplomacy, regardless of the tensions in our relations. There have always been – and there always will be – problems between Russia and the United States. Moreover, as US Secretary of State Marco Rubio himself acknowledged at our first meeting in February 2025 in Riyadh, in the overwhelming majority of cases our national interests – America’s and Russia’s – will not coincide. However, when those interests do align, it would be foolish and wrong not to translate that alignment into the execution of joint, mutually beneficial projects. Conversely, when the interests of Russia and the United States do not coincide, it would be a crime to allow that divergence to escalate into an open clash, or indeed into any confrontation at all. Therefore – despite all our differences – the readiness and interest of the Americans in dialogue at the most varied levels, including between the presidents, the foreign ministers and a whole host of other channels, can, of course, only be welcomed. This serves as a good lesson for our European colleagues, who continue to adopt a position of what one might call an arrogant boycott. German Foreign Minister Johann Wadephul, who asked for a meeting with me in New York a month ago, issued a statement yesterday or this morning to the effect that he would tell Sergey Lavrov everything about the “aggressive war” and would never be photographed with him. I call this “family photo diplomacy”. If the main concern for them is how they look in the group portrait and who is standing next to them, then that says it all.

🎙 Remarks and answers to media questions by Russia’s Foreign Minister Sergey Lavrov following the G20 Foreign Ministers’ Meeting (Atlanta, October 30, 2026) 💬 Sergey Lavrov: We support the US Presidency’s firm commitment to depoliticising discussions and focusing on the issues originally agreed upon as the #G20’s agenda. This year’s meeting is, of course, part of the preparations for the Miami Summit, which will take place in December. The main topics were the impact of geopolitics on economic processes (an important issue), energy, food and supply chains – in other words, everything affected by unlawful sanctions and Western policies. To our American hosts’ credit, they do not shy away from discussing these matters and listen attentively. I do not know to what extent this will be reflected in the final agreed documents, but the approach is right: ☝️ depoliticise discussions and focus on real problems. Another point that US Secretary of State Marco Rubio particularly emphasised when discussing preparations for the Miami Summit was that twenty countries, the European Union and the African Union are represented here. Given the influence of #G20 members on the global economy and their combined economic weight, however, the decisions we take will affect virtually every country. We must always bear this in mind. 🤝 Let me reiterate that we welcome this firm commitment to dialogue. Work on the Miami Summit’s outcome documents has, in fact, already begun. There will be many difficult issues, since interests are at stake across all these areas, including energy and food security. The impact of conflicts, including the war unleashed against us by the West through the Ukrainian regime, remains to be discussed. <...> *** Other key points: • Under the pragmatic US Presidency of the #G20, we believe there is a chance of reaching agreements that will be implemented. • We see no need to add another European voice [Poland] to the G20, especially one that is far from constructive. You know the positions Poland regularly voices at international events. The G20 must reflect actual trends in the global economy, where countries of the Global South and East are gaining prominence. • We spoke [with US Secretary of State Marco Rubio] about certain aspects of our bilateral relations and cooperation in multilateral forums, including the #UN, the #G20 and #APEC, that will host a Summit shortly in Shenzhen (China). • Despite all our differences, the US willingness and interest in pursuing dialogue at various levels and through a range of other channels can only be welcomed. This is a good lesson for our European colleagues, who persist in their arrogant boycott. • Everyone can see that the Europeans want to squeeze their way into the negotiating process [on Ukraine]. Clearly, they want to avoid leaving these negotiations solely to Russia and the US at all costs. What matters is not what the Europeans want, but what added value they can actually bring. • As for the talks in Abu Dhabi, I can say that they will take place. Our position is well known. It is unclear, however, what the Ukrainians intend to bring to the negotiating table. 👉 As President Vladimir Putin has said, if Zelensky wants a meeting, he can come to Moscow. We guarantee his safety and security, which, as far as I understand, cannot be guaranteed in Kiev. Read in full

⚡️ Russia's High Commissioner for Human Rights Yana Lantratova: ❗️ Our humanitarian mission in #Alyoshki has concluded. The convoys are now heading to their respective destinations. Those who decided to leave for Ukraine have been given the opportunity to do so. We will provide accommodation and the necessary support to residents staying in Russia. We delivered all the essential supplies and arranged safe passage out of the city. However, people still have much to resolve – medical treatment, housing, documents and reunification with their loved ones. We will help them. We also remain in contact with those who stayed in Alyoshki to keep track of their further needs. *** ❗️ I propose making humanitarian missions coordinated by US First Lady Melania Trump a regular practice. Our experience in Alyoshki and our joint work with my counterpart Dmitry Lubinets have shown that such agreements make it possible to help people even in the most difficult conditions. It is important to continue this work wherever civilians are waiting for support. I thank President of Russia Vladimir Putin, our Defence Ministry, the relevant services and our military personnel for helping carry out the mission and ensuring people’s safety. 🙏 Special thanks go to Melania Trump for her assistance and coordination.

⚡️ Russian MFA statement on the adoption of the UNGA resolution Necessity of Ending the Economic, Commercial and Financial Embargo Imposed by the US against Cuba (October 29, 2026) On October28, the 81st Session of the UN General Assembly adopted the resolution Necessity of Ending the Economic, Commercial and Financial Embargo Imposed by the US against Cuba, traditionally tabled by the Republic of Cuba. The resolution received 130 votes IN FAVOUR, with 17 against and 25 abstentions. ✅ Russia, together with the overwhelming majority of the international community, consistently supported the document and delivered a statement to that effect. We are aware that this time many countries came under intense pressure aimed at forcing them to withhold their support for the resolution. However, despite this pressure and blackmail, the vote once again demonstrated the international community’s virtually unanimous and unequivocal condemnation of the unlawful and inhumane embargo against Havana. It is clear that the US is failing in its attempts to turn unilateral sanctions into an instrument for coercing governments it disapproves of. Cuba provides a particularly clear illustration of the pernicious nature of this destructive practice, which the White House employs to pursue its short-term objectives, in defiance of the consolidated position of the overwhelming majority of the international community and in complete disregard of the universally recognised principles and norms of international law. The unprecedented escalation this year of economic and military pressure on Havana, compounded by an aggressive energy embargo, has pushed ordinary Cubans to the brink of survival. We are witnessing unlawful pressure against Cuba that has gone far beyond all accepted standards of human morality and decency. The ultimate aim of such flagrant interference in the internal affairs of a sovereign country is clear to all: to destabilise its domestic political situation, bring about regime change and impose on the Cuban people a different path of development dictated from abroad. The inclusion of the Caribbean republic on the US list of State Sponsors of Terrorism serves the same purpose. This designation remains one of the main obstacles facing Havana in conducting foreign trade and carrying out financial transactions. ☝️ At the same time, it seems that those who are doing everything in their power to overthrow the current regime fail to appreciate the devastating consequences this could have: a mass exodus of Cubans to neighbouring countries in the event of socioeconomic collapse, thereby triggering a major migration crisis in those countries. We admire the resilience and courage of the Government and the people of Cuba. Despite the enormous pressure exerted by Washington, the Republic continues to demonstrate its principled and unwavering commitment to defending its sovereignty and independence, pursuing an independent foreign policy and keeping its socioeconomic situation under control. ❗️ Russia’s principled position on the resolution remains unchanged. Together with the friendly people of Cuba and the overwhelming majority of members of the international community, we will continue to demand the earliest possible, complete and unconditional lifting of the embargo against the Island of Freedom. Russia will always stand shoulder to shoulder with Cuba in opposing unlawful unilateral restrictive measures and interference in the internal affairs of sovereign states. #RussiaCuba

✉️ Foreign Minister Sergey Lavrov’s video address to the organisers and participants in the BRICS Interregional Business Forum (Moscow, October 30, 2026) ✍️ I am pleased to greet the organisers and participants of the BRICS Interregional Business Forum, an important element of the architecture of cooperation within the group. Despite the turbulent geopolitical situation, countries of the Global Majority are demonstrating a genuine interest in expanding multifaceted cooperation with one another and, in particular, with the Russian Federation. It is symbolic that you have gathered in St Petersburg, our country’s northern and cultural capital and a dynamically developing business centre of global significance. Today, #BRICS is one of the driving forces behind global economic growth. The association accounts for 40 percent of global GDP in terms of purchasing power parity and 23 percent of world trade. Trade between BRICS states has already reached $1.2 trillion. We believe it is important not to rest on our laurels but to continue our joint efforts to fully unlock the considerable potential for mutually beneficial cooperation. This is the aim of Russia’s initiatives, including the development of international payment mechanisms resilient to external shocks and the establishment of a New Investment Platform to attract capital to key sectors of the economies of BRICS countries and the nations of the Global South and East in general. Your meeting will also make a significant contribution to our common efforts to expand practical cooperation. Participants will have an opportunity to exchange experience on a wide range of issues essential to the prosperity of our regions and cities, as well as to review progress in implementing joint business projects. I am confident that the forum will take place in a traditionally constructive atmosphere, helping to establish new business contacts, strengthen existing ties and promote friendship, mutual understanding and partnership between our countries and peoples. An extensive cultural programme will also give participants an opportunity to learn more about the rich historical and cultural heritage of St Petersburg, which can be rightfully called a unique open-air museum. I wish you fruitful discussions.
