Press Release
The Spokeswoman of the Ministry of National Defence of the Kingdom of Cambodia, wishes to inform the public as well as members of national and international media as follows:
On Tuesday, 3 November 2026, at 9:54 a.m., the Cambodian Liaison Group (CLG) facilitated the ASEAN Observer Team in Cambodia (AOT-KH) in conducting an observation mission to monitor, verify, and report on the situation along the Cambodia–Thailand border. The mission took place in the area where the Thai military had deployed two tanks, approximately 250 metres from the observation point of the ASEAN Observer Team, in the area of Chok Chey Village, O'Bei Choan Commune, O'Chrov District, Banteay Meanchey Province.
Since the ceasefire came into effect on 27 December 2025, the Thai military has continued to deploy shipping containers, install barbed wire, dig trenches, construct bunkers, and destroy infrastructure, homes, and property belonging to Cambodian civilians. It has also continued its unlawful occupation of Cambodian territory in the Chok Chey Village area. As a result, a total of 3,951 Cambodian civilians, comprising 1,045 families, including 1,155 children, remain unable to return to their homes.
It should also be emphasized that the ASEAN Observer Team’s on-site observation, inspection, and verification provided the delegation with an opportunity to witness firsthand the humanitarian impacts that Cambodian civilians continue to face. It also clearly demonstrated the urgent and absolute necessity of expeditiously commencing the border demarcation work by the Cambodia–Thailand Joint Boundary Commission (JBC), in accordance with existing agreements, as stipulated in Point 4 of the Joint Statement of the Third Special Meeting of the Cambodia–Thailand General Border Committee (GBC), dated 27 December 2025. This is essential to ensuring that innocent Cambodian civilians can return to their homes without obstruction, in safety and with dignity.
Cambodia absolutely does not recognize any border alterations resulting from the use of force. Cambodia maintains a firm stance on protecting the Cambodia–Thailand international border as established by the Indochina–Siam Boundary Commission, by respecting the principles of international law, including the principle of the intangibility of inherited borders (Uti Possidetis Juris), and by respecting the Franco–Siamese conventions and treaties, maps, and the procès-verbaux of the Commission of the Abornement of the Boundary between Indo-China and Siam, as well as relevant agreements and documents that both parties have previously agreed upon.
The Royal Government and the Ministry of National Defence of Cambodia reaffirm our firm, sincere, and unwavering commitment to fully and faithfully respect and implement the Joint Statement of the Third Special Meeting of the Cambodia–Thailand General Border Committee (GBC) on December 27, 2025, the Joint Declaration on the Peace Agreement between Cambodia and Thailand on October 26, 2025, and all other relevant agreements. This commitment is made with the aim of ensuring rapid recovery and restoring normalcy, and long-lasting peace and stability.
The public, as well as national and international journalists, are hereby informed of the facts regarding this matter.
