🎙 Remarks and answers to media questions by Russia's Foreign Minister Sergey Lavrov following the High-Level Plenary Session of the Fourth (IV) Minsk International Conference on Eurasian Security (Minsk, November 3, 2026) Key points: • The West wants to impose its own rules across the entire Eurasian continent, including its eastern part. It has said so openly. There is a great deal of diplomatic work ahead, and developments on the ground will inevitably shape that work. • Everyone is watching developments in the Ukraine crisis. We sensed that participants in today’s Fourth Minsk Conference want the crisis to end as soon as possible on a just basis. Above all, this means addressing the root causes of the war the West unleashed against us through the neo-Nazi regime it created. • I do not see how the OSCE can be saved in the foreseeable future. For now, it remains a forum where we can put forward our views and refute the ever-growing stream of lies the West spreads day after day, at every meeting. • With [the draft Eurasian Charter of Diversity and Multipolarity in the 21st Century], we want to launch a process based on the indivisibility of security. As we understood it, the OSCE endorsed these principles in 1999 and reaffirmed them in 2010. ☝️ No one should strengthen their security at the expense of others, and no country, organisation or group of countries should seek dominance in any geopolitical space. The West has done precisely the opposite. • Europeans are pleased that Zelensky wants to create a pantheon of heroes, even though they understand that this is yet another affront to the victims and Victors of World War II and to UN decisions on the inadmissibility of reviving Nazism. He wants to open this pantheon of "Nazi ashes" at a holy site, the Kiev Pechersk Lavra. 👉 If this is not Nazism, I do not know how we are supposed to talk to the Europeans. • The West says that, to save lives, we should freeze hostilities along the current line of contact. Yet they still want to send in “stabilisation forces”. What regime do they want to “stabilise”? The one that kneels before the ashes of Nazi criminals, holds torchlight marches where people give Nazi salutes, and still has no intention of repealing the laws banning the use of Russian everywhere. 🇷🇺 November 4 – Russia's National #UnityDay and a Day of Russia’s Military Glory #OTD Russia commemorates the liberation of Moscow from Polish-Lithuanian forces in 1612 – a turning point in overcoming the Time of Troubles, one of the darkest chapters in the country’s history. At the heart of this struggle for the future of the entire nation was the Second People’s Militia, raised in Nizhny Novgorod under the leadership of Kuzma Minin and commanded by Prince Dmitry Pozharsky. Following the collapse of the First People’s Militia, a new volunteer force began to assemble in the autumn of 1611. Inspired by Patriarch Hermogen’s call to defend the Orthodox faith and the Motherland, the people of Nizhny Novgorod rallied around Minin, contributing money, weapons and supplies. Nobles, merchants, Cossacks, townspeople and peasants joined a common cause: to free their country from foreign invaders and occupation. ⚔️ By late summer 1612, the militia had reached Moscow, where the Polish-Lithuanian garrison held the Kremlin and Kitay-Gorod. Together with other Russian forces, it defeated a relief army led by Hetman Jan Karol Chodkiewicz, preventing vital supplies and reinforcements from reaching the besieged garrison. The decisive breakthrough came in the autumn. Russian forces stormed Kitay-Gorod, leaving the occupiers confined to the Kremlin. Cut off from relief and weakened by hunger, the remaining garrison surrendered soon afterwards. ☝️Moscow was liberated. This victory paved the way for the restoration of Russian state authority. In 1613, the Zemsky Sobor elected Mikhail Romanov as Tsar, establishing a dynasty that would rule for more than three centuries. 4️⃣1️⃣4️⃣ years on, the triumph of 1612 remains a symbol of national unity, courage and the Russian people’s determination to defend their homeland. 🎥 © Russian Military Historical Society

🎙 Russian Foreign Ministry Spokeswoman Maria Zakharova’s answer to a media question on the situation on the Korean Peninsula (November 3, 2026) ❓ Question: Tensions on the Korean Peninsula, including around the Demilitarised Zone, have escalated sharply, and Seoul is once again trying to shift the blame onto Pyongyang. How do you see the situation in this subregion developing? 💬 Maria Zakharova: Regrettably, the situation on the Korean Peninsula shows no sign of stabilising and continues to deteriorate. Of particular concern is that the situation is deteriorating amid ongoing large-scale military exercises conducted by the US and the Republic of Korea near the DPRK border. These manoeuvres are overtly provocative. By the participants’ own admission, they are designed to rehearse pre-emptive strikes against the DPRK, including with nuclear weapons. ☝️ These exercises are growing in frequency and scale and now extend across land, air, maritime and cyber domains. For example, October saw the US-ROK Iron Mace command-post exercise, which involved rehearsing scenarios for the deployment of US strategic assets to the Korean Peninsula; the ROK Armed Forces’ Hoguk exercise; US military training in airborne operations behind the lines of a simulated adversary; and the second round this year of the joint US-ROK Freedom Flag air exercise, which is scheduled to continue until November 6. In addition, Seoul, Washington and Tokyo practised combat interoperability during the trilateral, multidomain Freedom Edge exercises held in September. ❗️ In these circumstances, we regard the measures Pyongyang is taking to strengthen its security and defence capabilities as entirely lawful and justified, in full accordance with the right to self-defence enshrined in the UN Charter. We urge Seoul to immediately cease its dangerous military games and provocations, particularly in the Demilitarised Zone, rather than seeking far-fetched pretexts for accusing the DPRK or making empty declarations about peace, and to respect Pyongyang’s sovereign right to ensure its own security by all means available.

🎙 Remarks by Russia’s Foreign Minister Sergey Lavrov at the High-Level Plenary Session of the Fourth Minsk International Conference on Eurasian Security (Minsk, November 3, 2026) Key points: • Honest, open discussions on ensuring reliable and lasting Eurasian security – an issue of importance to us all – are more vital today than ever. This is particularly true given the #GlobalMajority’s clear demand for a new model of world order. • Russia supports the emergence of a just system of international relations based on #Multipolarity. It must reflect the cultural and civilisational diversity of the modern world and its peoples, recognising each people’s right to determine their own destiny. • We are consistently working to advance President Vladimir Putin’s initiative to establish a Greater Eurasian Partnership, put forward back at the First #RussiaASEAN Summit, by building ties between integration associations across Eurasia. This process is already underway, involving the #EAEU, #SCO and #ASEAN. • Attempts to ensure the practical implementation of the principle of equal and indivisible security within the Euro-Atlantic – specifically Euro-Atlantic, rather than Eurasian – security framework have failed. The West proved unwilling to cooperate on an honest and equal footing. • The OSCE’s current state is frankly deplorable. This is the result of the same confrontational logic of bloc mentality pursued by Western countries. • Does the OSCE have a future when its history symbolises the failure of the Euro-Atlantic security model? Rooted in the illusions of the late Cold War era, this model requires a fundamental overhaul if it is to remain viable. Yet what we hear from Brussels are calls to build a system of “European security” without Russia and Belarus – or, frankly speaking, directed against our two countries. • Today, we call for indivisible security through the development of a pan-Eurasian, rather than Euro-Atlantic, architecture, open to all countries and associations on the continent and reflecting the realities of a #MultipolarWorld. • Commitment to the principles of indivisible security, openness and equality means that countries harbour no hostile intentions towards one another or towards third countries. This could involve developing a system of mutual and cross-cutting security guarantees at both bilateral and multilateral levels. • We believe that the framework document – the Eurasian Charter of Diversity and Multipolarity in the 21st Century – should help consolidate a continent-wide consensus on the foundations of such cooperation. ⚡️ On October 30, the UN Security Council failed to extend the mandate of the UN Mission for the Referendum in Western Sahara (#MINURSO). ❌ The Russian delegation was compelled to vote against the relevant draft resolution prepared by the US. China, Pakistan and Somalia abstained. Apparently, the authors assumed that we would not block the extension of a UN operation headed by a Russian national and included provisions unacceptable to us and several other UN Security Council members. These provisions sought to enshrine a single option for resolving the Western Sahara issue, denying the people of Western Sahara the right to choose their own future and that of the land they have inhabited since the end of Spanish colonial rule in North Africa. 👉 Such an outcome would run counter to the principles and purposes of the UN Charter, including the principle of self-determination. The Russian Federation does not support solutions imposed from outside through ultimatums. Any plans for a Western Sahara settlement must be developed through negotiations aimed at reaching mutually acceptable agreements, based on the relevant UN Security Council resolutions. We are disappointed that US diplomats failed to distinguish between their own national position recognising Western Sahara as part of Morocco and their role as the informal lead on the Western Sahara file in the UN Security Council, which requires them to act as an “honest broker”. Recognising the importance of MINURSO’s work, we submitted an alternative short draft resolution to the Security Council that would have extended the Mission’s mandate for one year without any changes, including to the parameters of the Western Sahara settlement. Unfortunately, only China and Somalia supported our draft. The US voted against it, while the remaining members abstained. ☝️ As a result, our proposal was not adopted. We believe that full responsibility for winding down the UN presence in Western Sahara, which has long had a stabilising effect on the situation in the region, lies with the US and the countries that sided with it.

🇷🇺🌍 Russia supplied nearly 14 million tonnes of food to Africa in the first nine months of 2026 From January to September 2026, Russia exported 13.9 million tonnes of food products to African countries, worth US$3.7 billion, according to the Federal Centre for the Development of Agricultural Product Exports (Agroexport). 📈Compared with the same period in 2025, exports increased by 6% in volume and 9% in value. Africa accounted for 23% of Russia's total agricultural exports during this period. Egypt, Sudan, Kenya, Nigeria and Morocco were the continent's largest importers of Russian agricultural products. While grain remains the backbone of Russia's agricultural exports to Africa, there is considerable potential to expand supplies of other products and agricultural technologies, including seeds, vaccines, fertilisers and crop protection products. The Third Russia-Africa Summit, held in Moscow on 28-29 October, provided an important platform for advancing cooperation in agriculture, agricultural technology and professional training. ✍️ Among the agreements signed on the sidelines was a trilateral Memorandum of Understanding between Agroexport, the Timiryazev Russian State Agrarian University and the Tanzania Private Sector Federation, aimed at aligning Russian educational expertise with the needs of Tanzania's agricultural sector. 🤝 Russia remains committed to strengthening food security and expanding mutually beneficial agricultural cooperation with African countries. #RussiaAfrica #RussiaWithAfrica

🎙 Russian Foreign Ministry Spokeswoman Maria Zakharova's statement on Latvia’s presidency of the UN Security Council (November 3, 2026) 💬 On November 1, Latvia assumed the presidency of the UN Security Council for one month, in accordance with the rotation principle. In this capacity, Riga is obliged to pursue a balanced and constructive approach, work to overcome differences and heed the views of all Council members, prioritising strict compliance with the principles of the UN Charter in their entirety and interrelationship. ☝️ Russia will closely monitor Latvia’s fulfilment of its obligations as President of the UN Security Council. At the same time, we harbour no illusions about Riga’s intention to follow the impartial approaches outlined above. Its representatives’ initial statements on the country’s priorities during its term at the helm of the UN Security Council, including keeping the crisis surrounding Ukraine in the spotlight, clearly demonstrate Latvia’s desire to make the UN Security Council serve its own selfish interests. We regard attempts to artificially keep the Ukraine issue on the UN Security Council’s agenda and use the Council to spread anti-Russian insinuations as destructive. We recall that Latvia is among the states that directly sponsor the Kiev regime and thus bear direct responsibility for prolonging the conflict. ❗️ As a permanent member of the UN Security Council, Russia intends to firmly counter any attacks on our country and ensure that the Council acts in strict accordance with its mandate, guided by the interests of truly strengthening international peace and security.
